Employer and provider taskforce group – meeting report
Last month CIMSPA took part in the second employer and provider taskforce group meeting. The meeting report below has been written by our awarding organisation partner, Active IQ.
More collaborative approach needed in the development of sector qualifications
On Thursday 15 October, industry professionals from key organisations including ukactive, CIMSPA and Active IQ gathered for the second of the awarding organisation’s Employer & Provider Taskforce Group meetings and were encouraged to adopt a strong, collaborative approach in shaping qualification design for the sector.
Following Active IQ’s inaugural Taskforce event in March, discussions between sector employers and training providers at the latest meeting continued to focus on the significant changes to vocational training. Delegates attending the event were given the opportunity to hear about the latest developments in the training and qualification landscape as well as have their say on a new draft syllabus for Active IQ’s Level 3 Certificate in Personal Training. This follows CIMSPA’s confirmation in August that two Trailblazer apprenticeships standards had been approved by the Department for Business, Innovation and Skills with a further three to follow.
The introduction of the new Regulated Qualifications Framework (RQF) in early October has already had ramifications in the sector, requiring all awarding organisations to be fully compliant by December 2017. As the Office of Qualifications and Examinations Regulation (Ofqual) moves away from the Qualifications and Credit Framework (QCF), which prescribed how qualifications were designed, delivered and assessed, Active IQ outlined how the new RQF only describes qualifications in terms of level, type and size.
Jenny Patrickson, Commercial Director at Active IQ, explains: “It’s an exciting time for learners and employers as it allows us to take full control of how our qualifications look to raise quality, credibility and reputation. For too long there has been a disparity between evolving job roles and qualifications so now is the time to act and provide a greater breadth of knowledge and skills to learners not just in fitness, but also in health, activity and wellbeing.”
At the Taskforce meeting, the challenge was laid down to delegates to agree on a unified definition of guided learning hours (GLH) for face-to-face teaching as well as determining clear parameters for total qualification time (TQT) in order to drive up standards.

The pathway developed by CIMSPA in partnership with key stakeholders is evolving by the day and the challenge ahead is safeguarding quality within the sector in light of the enormous variety of training and delivery models that are currently available.
“We recognise that the current Level 3 Certificate in Personal Training does not align to the new apprenticeship standard but as this is such a core qualification for the sector, Active IQ is taking collaborative steps with employers and providers to review and refresh the syllabus so it fits the CIMSPA framework.”

Steven Ward, Executive Director of ukactive comments: “ukactive understands the need for a co-ordinated approach to the recognition of standards, thus we support any initiative that brings about collaboration between AO’s, training providers and crucially, employers. It’s essential to ensure the sector is united on this issue, as it is necessary to have the backing of a broad range of stakeholders in order for any reforms to successfully take hold. The sector is uniform in its opinion that more needs to be done to create a workforce fit for tomorrow’s challenges”
Martin Bridgwater, Internal Verifier Skills & Learning at Babcock International Group, explains: “The session was very productive and there appears to be a genuine sense of co-operation between the awarding organisations looking at achieving the best for the sector overall. Hearing about the transition to the new qualifications framework was really informative and I welcomed the opportunity to have a genuinely open discussion on the draft standards of the new Certificate in Personal Training.”
Chris Ward, UK Fitness Education Manager & London South West Regional Member Experience Manager, Fitness First said: “As a club operator, it's critical that we not only see industry-ready grad-uates start work in our clubs, but also collaborate with our industry partners to ensure there is an end-to-end approach to supporting people from training course to gym floor, and to management if that is the desire of the individual. The Taskforce initiative ensures all relevant parties are integral to the shaping of industry standards and qualifications, and therefore of the people that make our in-dustry so great.”
Holly McNamara, Programming Operations Manager at FitPro, adds: “It was a great for FitPro to be involved in the Active IQ Employer & Provider Taskforce day - we’re looking forward to the next stages and hope that we can come to a collective resolution, which allows the industry to take positive steps forward, both operationally and especially in education. We can now use this opportunity to work together to directly impact future professional development.”
